The safe area
4:1 is even wider and shallower than a Twitter header, and LinkedIn covers more of it.
On a desktop profile, your photo sits over the lower left of the banner. On mobile the banner is cropped narrower still, so the left and right ends disappear. What is reliably visible is a band across the middle, shifted right of your profile photo.
Two practical rules. Keep the lower left third clear, because your photo lands there. And avoid small text: at 396 pixels tall, scaled down on a phone, anything smaller than a headline is unreadable. If you want words on your banner, make them large and put them centre or right.

The company page cover is a different shape from a personal banner, which trips people up when they reuse one for the other. A 1584 by 396 personal banner dropped onto a company page gets cropped noticeably tighter.
For posts, 1200 by 627 is the shape that fills the feed card. It is the same 1.91:1 ratio Facebook uses for link previews, so an image made for one works on the other.
File size and format
LinkedIn accepts JPG and PNG, up to 8 MB for a profile banner. You will not get near that at these dimensions.
Use PNG if your banner has text, a logo, or flat color blocks. LinkedIn's compression is noticeable on text at banner scale, and PNG avoids the fuzzy edges. Photos are fine as JPG.
If you want a smaller file, compress to 500 KB with no visible loss at this size.
Getting the crop right
A 4:1 crop keeps only a narrow strip of a normal photo, so decide the strip yourself rather than letting the resize pick. Crop the image first, then apply the 1584 x 396 preset.
